Preparation for Marriage
Q I plan to get engaged before my ROM. Please advise how I can go about arranging for an engagement ceremony.
A There is no legal provision for engagement. In the context of marriage, engagement is a promise to marry made between two individuals.
   
Q How can I get married on a Sunday or Public Holiday?
A You may get married on a Sunday or Public Holiday by choosing any venue outside the ROM. Details can be found at:

Q What is the difference between a Justice of the Peace (JP) and a Grassroots Leader (GRL)?
A JPs are appointed by the Ministry of Home Affairs while GRLs are appointed by the Peoples' Association. Both JPs and GRLs are appointed as Licensed Solemnisers by the Minister for Community Development, Youth and Sports.
   
Q Can a friend be my foreign language interpreter?
A

Q How can I file a notice for marriage as I am/we are below 18 years old?
A You may apply for a special marriage licence via eFiling. Both of you are required to go to the Registry of Marriages with the originals or certified true copies of your documents for verification and administration of the statutory declaration within 3 working days from the date of your application.If you do not go to the Registry within 3 working days, your application will be cancelled.
   
Q Are dates and months of birth taken into consideration for the computation of age of an applicant?
A Yes.
   
Q How can I file a notice for marriage as I am/we are below 18 years old?
A Both of you will need to come to ROM to apply for a Special Marriage License. One or both of you who is/are aged and parents will undergo an interview(s) and counseling sessions(s) arranged by MCYS. Please note that the granting of a Special Marriage License is subject to approval. Click here for details.

Q a. Can two social visitors get married in Singapore and if so, what are the
    procedures?
  b. Can the 15 days stay before being allowed to file a notice of marriage be
    waived?

  c. You may apply for a Special Marriage License to waive a 21-day notice period for
    solemnisation to take place within 21 days. However, the granting of a Special
    Marriage License is subject to approval.
   
Q Can solemnisation take place beyond 3 months of a notice filed?

Q Can I perform my customary marriage before my civil marriage?
A This will be in contravention of the law.
   
Q Can I get married at a Singapore embassy in another country?
A Our overseas mission officers are not authorized to solemnise marriages
   
Q What are the procedures for solemnising my marriage at a church or temple?

Q Can two Muslim get married at the civil registry?
A You may get married at the Registry of Muslim Marriages.
   
Q If both of us are one Muslim and one non-Muslim, can we get married at the Civil Registry?
A Yes, but we advise you to consult your religious organisation(s).
   
Q Can a sex-changed person get married?
A Yes, by producing original documentary proof.
   
Q How to I proceed if I want to marry my boyfriend/girlfriend who is in prison?
A Please come to ROM and we will assist you.
   
Q How soon can we marry as my girlfriend is pregnant?

Q Do you require a foreigner to produce a certificate of capacity for filing notice?
A No.
   
Q What can I do when my spouse-to-be is a foreigner and can only be in Singapore for a few days?

Q I am a Singaporean/PR and my spouse to be a foreigner. Does he/she need to meet the requirement for 15 days stay before filing notice?
A No. It is applicable only if both are foreigners.
   
Q What are the common things I need to know, as a Singaporean/PR who have married overseas?
A 1) The law does not require couples who contracted marriages overseas to re-register (includes "converting" or "endorsing" a foreign marriage certificate) with the Singapore ROM. The marriage certificate issued by the competent authority of the foreign country may be accepted as prima facie evidence of a marriage between the parties named in the certificate.
  2) You may update agencies which you have dealings with, about your new marital status. For example, you may wish to update your marital status with CPF Board (Central Provident Fund) to change nomination of CPF beneficiary.
  3) If you wish to insert your husband's name into your identification documents, you may contact the Immigration & Checkpoints Authority.
  4) If your spouse is a foreigner and you like to obtain permanent residence or citizenship for him/her, you may seek the advice of the Immigration & Checkpoints Authority.
   
Q Can I proceed with filing a notice of marriage with a Decree Nisi?
A ROM accepts only Decree Nisi Absolute.
   
Q What is the penalty for bigamy offence?
A Jail or fine or both.
   
Q Who can object an intended marriage and what is the procedure?
A Objection has to be based on legal grounds and you may lodge a caveat in person with ROM.
