Requirements for 21 years and above
NRIC (Identity Card for Singaporean & PR) / Passport (for foreigners)
NRIC (Identity Card) / Passports of 2 witnesses above 21 years of age
 
Important Note:
A person with a previous marriage is free to marry again only after his/her marriage has been dissolved by death or by a Court of competent jurisdiction.

An applicant who gives false declaration shall be liable on conviction to a fine or imprisonment up to 3 years or both.
 
If one of you is a Singaporean/PR and spouse-to-be is a foreigner -
If the foreigner spouse-to-be is a work permit holder or ex work permit holder, please check with the Controller of Work Permits, Ministry of Manpower. For application or information on eligibility to stay in Singapore after marriage, kindly check with the Immigration & Checkpoints Authority. Click here to download a copy of the Immigration Notice.
 
At least 1 of the 2 parties to an intended marriage must have been resident within Singapore for at least 15 days before he or she may file a notice of marriage. This applies to all regardless of citizenship.

Note:
1. Verification and Statutory Declaration: Both of you are required to come to ROM at the same time on scheduled date and time.
2. If your NRIC (Identity Card) is lost, you are required to produce an acknowledgement receipt for replacement of NRIC (Identity Card). This receipt with your photograph affixed and endorsed by ICA, should reflect your name and date of birth as recorded in your NRIC (Identity Card).
