Requirements for above 18 and below 21 years

NRIC (Identity Card) / Passport

Birth Certificate

Both parents' / Legal guardians' presence and their NRIC (Identity Card) / Passports, OR Court Order to dispense with parents' or legal guardian's consent

Two witnesses above 21 years of age and their NRICs (Identity Cards) / Passports

Conditions:
For purpose of this requirement, the age of an applicant will be the age at time of filing notice of marriage.
 
Requirements for below 18 years

Conditions:
1. The under-age party and parents will need to undergo an interview(s) and counseling session(s).
2. The granting of a Special Marriage License is subject to approval.
   
Important Note:
A person with a previous marriage is free to marry again only after his/her marriage has been dissolved by death or by a Court of competent jurisdiction.

An applicant who gives false declaration shall be liable on conviction to a fine or imprisonment up to 3 years or both.
   
If one of you is a Singaporean/PR and spouse-to-be is a foreigner -
If the foreigner spouse-to-be is a work permit holder or ex work permit holder, please check with the Controller of Work Permits, Ministry of Manpower. For application or information on eligibility to stay in Singapore after marriage, kindly check with the Immigration & Checkpoints Authority. At least 1 of the 2 parties to an intended marriage must have been resident within Singapore for at least 15 days before he or she may file a notice of marriage. This applies to all regardless of citizenship.

Consents Required to the Marriage of a Minor
Part I - Where the minor is legitimate
  Circumstances Person or persons whose consent is required
         
1. Where both parents are living:
   
  a. if parents living together:   both parents;
  b. if parents are divorced or separated by order of court or by agreement:   the parent to whom the custody of the minor is committed by order of any court or by the agreement, or, if the custody of the minor is so committed to one parent during part of the year and to the other parent during the rest of the year, both parents;

  c. if one parent has been deserted by the other:

  the parent who has been deserted;
  d. if both parents have been deprived of custody of minor by order of court:   the person to whose custody the minor is committed by order of court.
         
         
  2. Where one parent is dead:    
  a. if there is no other guardian:   the surviving parent;
  b. if a guardian has been appointed by the deceased parent:   the surviving parent and the guardian if acting jointly, or the surviving parent or the guardian if the parent or guardian is the sole guardian of the minor.
         
         
  3. Where both parents are dead
  the guardian or guardians appointed by the deceased parents or by the court under the Guardianship of Infants Act (Cap. 122).
         
 
Part II - Where the minor is Illegitimate
  Circumstances Person whose consent is required
         
1. If the mother of the minor is alive:
  the mother or, if she has by order of court been deprived of the custody of the minor, the person to whom the custody of the minor has been committed by order of court.
         
         
  2. If the mother of the minor is dead:   the guardian appointed by the mother, or by the court.
         
 
Part III - Where the minor is a Transferred Child
  Circumstances Person whose consent is required
         
If the father, mother, legal guardian or
guardian of the transferred child is not
available or does not give his consent:
  the person whose particulars are registered with the protector under the Children and Young Persons Act (Cap. 38) as the person who has the care, custody or control of such transferred child.
         
 
Note:
1. Verification and Statutory Declaration: Both of you are required to come to ROM at the same time.
2. If your NRIC (Identity Card) is lost, you are required to produce an acknowledgement receipt for replacement of NRIC (Identity Card). This receipt with your photograph affixed and endorsed by ICA , should reflect your name and date of birth as recorded in your NRIC (Identity Card).
