Marriage Legislation
Marriage records in Singapore
dated back to 1875. However, it was not until 15 September 1961 that
Civil Marriages became legislated, under the provisions of the Women's
Charter. |

| 15 September
1961 and 1 June 1967 was the window period where Customary Marriages
alone were recognized as legal. It was only on 2 June 1967 that Civil
Marriages became fully legislated. |

The ROM
In the early days, ROM was
housed at a bungalow at Fort Canning. In 1983, it was relocated to
its current site at No 7, Canning Rise. The building was officially
opened by Ag Minister for Social Affairs, Mr Ahmad Mattar, on 6 August
1983. |

| In 1961, a
pioneer batch of 160 couples was married under civil law. The following
year in 1962, 4,900 marriages were registered; and by the time civil
marriage was fully legislated, 10,500 couples were married in 1967.
Today, annual marriage volume has grown up to 21,000. |

| The ROM's
vision is to be a renowned marriage registry serving the needs of
Singapore and international marriage couples and clients. Our mission
sets out to administer the Women's Charter in Civil Marriages, and
to delight our customers. |

& Achievements

| |
1 June 1983 |
|
ROM
launched its first Marriage Records System, and became
the first department under the then Ministry of Social
Affairs to embrace IT.

18 August 2000 |
|
ROM
launched a series of on-line transactions, which included
e-Search on Applications, e-Search on Records, e-Application
for Extracts; and more significantly, e-Booking a marriage
date. With E-Booking, couples no longer needed to queue
over-night just to secure an auspicious date for marriage.

18 May 2001 |
|
For the first time in ROM's history, the marriage icon
was established with the launch of a new ROM Logo by the
then Minister for Community Development and Sports. The launch
also marked the completion of a major upgrade to the 20
year-old registry building.

22 June 2001 |
|
ROM
became a probable first amongst marriage registries in
the world to launch e-Filing Notice of Marriage. E-filing
offered the convenience of one-stop service as compared
to previous two-stops, and world-wide access.

13 December 2001

|
ROM
became a probable first amongst marriage registries in
the world, and also the first department under the Ministry
of Community Development, Youth and Sports to be awarded the
new format ISO 9001:2000 certification. |

The
quintessential elements of marriage - Everlasting Bliss and
Love, are represented by the fluidity and continuity
of the stroke “R” which is the Registry of
Marriages. |

| Marriage,
a derivative of the stroke flow creating the dual mounts, denotes
a stable foundation for two individuals. |

The
colour application of metallic bronze, which is a combination
of more than one substance,
stands as a measure of trust and commitment. |

ROM exists since
Women’s Charter came into force on 15 September 1961,
to administer civil marriages in Singapore.

In 1983, ROM
was relocated from Fort Canning Park, opposite Park Mall
Shopping Centre, to its current premise at Canning Rise.

| As
early as its inception of the Women's Charter, Religious Leaders had
been partners of the ROM, combining religious ceremony with a civil
marriage. Today, the partnership has grown to beyond religious groups,
to include other respectable and high standing members of the community
such as Justices of the Peace (appointed in Nov 1989) and Chairpersons
of Community Clubs and Management Committees (appointed in Aug 1992).

The community participation
of our partners in marriage solemnisation has grown to a level where
more and more couples now prefer the convenience of marrying outside
ROM by Religious Leaders, Grassroots Leaders and Justices of the
Peace.
